OJSC “State Leasing Company” implemented a project to renew and expand the specialized vehicle fleet of the Ministry of Emergency Situations of the Kyrgyz Republic.
Project Results
- 18 units of specialized and four-wheel-drive vehicles were provided under leasing arrangements.
- Area of application — emergency response and rescue operations.
The project included the delivery of 10 four-wheel-drive pickup trucks, 4 crew buses, and 4 skid-steer loaders.
Project Objectives
- enhancing the operational readiness of rescue units;
- renewing the specialized vehicle fleet;
- increasing the mobility of rescue teams;
- ensuring access to hard-to-reach areas;
- accelerating emergency recovery and rescue operations.
Project Significance
For the Kyrgyz Republic, where a significant part of the territory is characterized by complex mountainous terrain, the technical readiness of rescue units is particularly important. Modern four-wheel-drive vehicles enable emergency teams to reach remote and hard-to-access areas more quickly and transport personnel and necessary equipment.
Skid-steer loaders expand the capabilities of rescue units in clearing debris, responding to the consequences of mudflows and landslides, and carrying out recovery operations. Thus, the modernization of equipment contributes to strengthening the emergency response system and improving the level of public safety.
Contribution of the State Leasing Company
The State Leasing Company developed a financial mechanism that enabled the Ministry of Emergency Situations to promptly obtain the required specialized equipment while minimizing the initial burden on the state budget.
The participation of the State Leasing Company made it possible to combine technical modernization objectives with the efficient distribution of budgetary expenditures. The project demonstrates how state leasing can be used to strengthen the technical readiness of services whose activities are directly related to public safety and emergency response.
